Het aangrijpende treinongeval in Buizingen heeft aangetoond dat de veiligheid van ons spoorwegnet niet optimaal is. Onderzoek zal moeten uitwijzen waar de precieze oorzaken van het ongeval liggen. Maar het is ook tijd voor actie, zowel op Belgisch als op Europees niveau.
In eerste instantie zal België moeten onderzoeken of het automatische stopsysteem versneld ingevoerd kan worden. Volgens de huidige planning wordt dit systeem in 2013 geïntroduceerd. In een volgende fase zal het systeem geleidelijk aan verbeterd worden en evolueren naar de Europese norm.
Maar ook vanuit Europa kan er ondersteuning komen. Ten eerste door de lidstaten bij te staan om het Europese veiligheids- en signalisatiesysteem ERTMS geleidelijk aan te ontplooien. In de begroting van 2009 werden er reeds 240 miljoen euro kredieten vastgelegd om de komende jaren in ERTMS te investeren. Ook België zal hier deel van uitmaken. Ten tweede door het Europese Spoorwegagentschap te versterken en dezelfde bevoegdheden te geven als het Europese Luchtvaartagentschap. Op die manier kan het Europese Spoorwegagentschap evolueren tot een sterke Europese waakhond inzake veiligheid.
Op korte termijn zou het Agentschap alvast kunnen starten met het organiseren van een audit van de nationale onafhankelijke instanties die moeten toezien op de veiligheid van het spoor. Voor België is dit de Dienst voor Veiligheid en Interoperabiliteit van de Spoorwegen (DVIS). Deze dienst is verbonden aan de Federale Overheidsdienst Mobiliteit. Op langere termijn zou het Europese Spoorwegagentschap de bevoegdheden van de lidstaten moeten overnemen inzake certifiëring en homologatie van al het rollend materiaal en allerlei systemen, zoals signalisatie- en veiligheidssystemen. Dat moet leiden tot gelijke spelregels op hoog niveau in heel Europa.
