Vandaag keurde het Europees Parlement in Straatsburg een voorstel goed dat er voor moet zorgen dat vliegtuigen veel efficiënter en milieubewuster door het luchtruim kunnen vliegen.
"Door de wirwar aan nationale systemen van luchtverkeersleiding en de grote verschillen in organisatie van het luchtruim in de 27 lidstaten van de EU, vliegen vliegtuigen nu gemiddeld 49 kilometer te veel per vlucht", zegt Europees Parlementslid Saïd El Khadraoui. "Dat brengt vertragingen, onveiligheid en nodeloos kerosineverbruik met zich mee. Door dit voorstel moeten de lidstaten zich aan een strikte deadline houden. Tegen 2012 moet het Europees luchtruim verdeeld zijn in 9 efficiënte luchtruimblokken."
De huidige organisatie van het Europees luchtruim, versnipperd in 27 nationale blokken, leidt tot een gigantische verspilling van middelen. Vliegtuigen zouden jaarlijks tot 16 miljoen ton CO2 minder uitgestoten als de vliegroutes beter op elkaar zouden aansluiten. Dit is 10 % minder uitstoot per vlucht. Bovendien zouden er twee tot drie miljard euro bespaard kunnen worden door efficiënter te vliegen. Dat zou zuurstof geven aan de sector, die momenteel in moeilijkheden verkeert, en prijzen naar beneden kunnen brengen. Vluchten in de EU zijn gemiddeld 49 kilometer te lang door het lappendeken aan routes, waarbij niet de kortste weg kan gevolgd worden van punt A naar punt B. In 2004 vaardigde de Europese Unie daarom wetgeving uit die de lidstaten er toe moest aanzetten om te onderhandelen over de uitwerking van "functionele luchtruimblokken". Dat zijn grensoverschrijdende stukken luchtruim waarin de lidstaten de meest efficiënte, kostenbesparende en zo milieuvriendelijk mogelijke vliegroutes moeten afbakenen.
"De lidstaten lopen echter hopeloos achter met de onderhandelingen", weet El Khadraoui. "Sinds de wetgeving in 2004 werd goedgekeurd, is nog geen enkel functioneel luchtruimblok ("FAB") echt actief geworden. Het Europees Parlement pleitte er toen al voor om vanuit de EU een verplichte deadline op te leggen, maar de lidstaten hebben dat steeds geweigerd. Maar nu de onderhandelingen in vele landen in het slop zitten en er overal gekibbel wordt over de meest ideale route, moet de wetgever optreden. Dit voorstel zorgt ervoor dat de efficiënte luchtruimblokken tegen 2012 operationeel moeten zijn."
België tekende samen met Nederland, Luxemburg, Duitsland en de Europese organisatie voor luchtvaartnavigatie Eurocontrol een princiepsakkoord over het oprichten van de zogenaamde Europe Central FAB, een groot luchtruimblok dat nagenoeg de hele Benelux en Duitsland dekt, en ook de hogere luchtlagen die door Eurocontrol worden beheerd. De Europe Central FAB zou tegen 2010 klaar zijn. Ruim op tijd dus om de deadline van de Europese regelgeving te halen.
Volgens Brussels Airport zal er voor de luchthaven van Zaventem operationeel niet zo veel veranderen als de Europe Central FAB echt van start gaat, want de aanvliegroutes blijven zo goed als gelijk. Er zullen wel minder vertragingen zijn, en dat belooft alvast veel besparingen op te leveren[1].In 2013 zouden de kosten voor de luchtverkeersleiding al met 8,3 procent dalen, en dat zou in 2018 oplopen tot 36,5 procent. 77 procent van die winst zal te danken zijn aan efficiëntere vliegroutes en minder vertragingen.
El Khadraoui is tevreden dat het eengemaakt Europees luchtruim of de 'Single European Sky' met deze wet een stevige duw in de rug krijgt: "Ondanks de tijdelijke terugval dit jaar is er een sterk stijgende tendens vast te stellen in de luchtvaarttrafiek. Als we nu geen maatregelen nemen, zullen de milieuproblemen en files in de lucht alleen maar erger worden. En dat moeten we kost wat kost vermijden", vertelt het Europarlementslid, "Een nieuwe stap op weg naar meer efficiëntie zal enkele jaren later volgen. Tegen ten laatste 2020 wordt SESAR operationeel, een hypermodern satellietnavigatiesysteem voor de luchtvaart." De lidstaten zijn ondertussen informeel akkoord gegaan met de voorstellen en zullen deze binnenkort eveneens goedkeuren.
