De Commissie Transport van het Europees Parlement heeft vandaag een belangrijk pakket voorstellen van rapporteur Saïd El Khadraoui goedgekeurd die de spelregels vastlegt voor heffingen voor vrachtwagens in de Europese Unie.
Het kan een belangrijke stap blijken te zijn om het goederentransport in Europa meer efficiënt en duurzaam te organiseren. De Transportcommissie stemde in met een aantal gewijzigde voorstellen van de Europese Commissie die het in de toekomst mogelijk moeten maken om milieukosten door te rekenen in de tol die vrachtwagens betalen op de Europese wegen. "De opbrengsten van de tol moeten gebruikt worden om lawaai, luchtvervuiling en files tegen te gaan, zegt Europees Parlementslid voor sp.a, Saïd El Khadraoui, die de onderhandelingen in het Europees Parlement leidde.
Op dit moment bestaat er al een Europese kaderwet die de spelregels vastlegt voor heffingen (via tol- of vignetsystemen) voor vrachtwagens. Die wet beperkt de heffingen tot infrastructuurkosten (aanleg en onderhoud van de wegen). Deze Eurovignetrichtlijn wordt nu grondig aangepast opdat in de toekomst - via systemen van rekeningrijden - ook 'externe' kosten zouden kunnen aangerekend worden. Op voorstel van El Khadraoui, die rapporteur is voor het Parlement, heeft een meerderheid zich akkoord verklaard om met name lawaai, luchtvervuiling en filekosten te mogen aanrekenen in de toekomst. Indien lidstaten ook de filekosten willen kunnen aanrekenen aan de vrachtwagens zullen ze echter ook systemen moeten ontwikkelen voor alle andere voertuigen. Volgens het rapport moeten die kosten berekend worden volgens gestandaardiseerde formules en is er een plafond vastgelegd. Aan de goedkeuring van het rapport ging bijzonder veel lobbywerk vooraf: "De vrachtwagensector wil liefst zo weinig mogelijk betalen. Ik begrijp dat, maar we moeten de sector voor haar verantwoordelijkheid plaatsen en via economische prikkels ertoe aanzetten om zich efficiënter te organiseren. Op deze manier kunnen we stilaan een meer duurzaam transportsysteem tot stand brengen."
Het rapport van El Khadraoui kadert in een meer globale Europese strategie voor een duurzaam transport en ook vele andere maatregelen zullen noodzakelijk zijn. "De toepassing van dit voorstel zorgt alvast voor een kleine revolutie in de wegtransportsector doordat voor het eerst het principe 'de vervuiler betaalt' in de praktijk omgezet", laat El Khadraoui nog weten. Op dit moment betaalt de maatschappij onrechtstreeks mee voor de hinder die vrachtwagens met zich meebrengen. Het gaat bvb. om de kosten die de gemeenschap via de gezondheidszorg draagt voor mensen die gezondheidsproblemen opliepen als gevolg van lawaai langs snelwegen, of ademhalingsproblemen als gevolg van luchtvervuiling.
Belangrijk aan het akkoord dat El Khadraoui in de wacht wist te slepen is dat deze externe kostenheffing niet beschouwd mag worden als een extra belasting waarvan de inkomsten in de staatskas zouden belanden. "De opbrengsten van de tol moeten geherinvesteerd worden in het transportsysteem met de bedoeling om het lawaai, de luchtvervuiling en files tegen te gaan en het transportsysteem op termijn duurzamer te maken. Dat zou er op zijn beurt voor moeten zorgen dat de milieukosten dalen en waar mogelijk zelfs verdwijnen."
Het akkoord moet nog bevestigd worden in plenaire, maar de bal ligt nu vooral in het kamp van de lidstaten. Zij moeten zich nog uitspreken over de voorstellen.
