De laatste maanden heeft de financiële crisis het vertrouwen en de zekerheid beetje bij beetje aangetast. Vandaag is het meeste daarvan verdwenen, en staan we voor een financieel systeem dat verlamd is, en een afkoeling van de economie die jaren zal duren. Twee zaken : we kunnen niet toelaten dat dit ooit nog een keer zo ver komt, en twee, het financieel systeem zoals het bestond tot de vorige maand kan niet langer blijven bestaan. Een nieuw systeem is nodig, en internationale samenwerking is dringend en nodig om daar te geraken.
Als iemand zes maand geleden had voorspeld dat Fortis, Fannie en Freddy genationaliseerd zouden worden, dan hadden ze hem of haar voor gek verklaard. Nu blijkt dat elke dag opnieuw een paar banken aan nationalisering toe zijn. En elke dag worden meer mensen verontrust over hun spaargeld en hun pensioen en verzekeringen. En we betreuren te moeten zeggen - maar we kunnen niet anders - dat deze crisis ook haar impact zal hebben op de economie, en ze kan er snel toe leiden dat mensen zich ook zorgen moeten gaan maken over hun job.
En er is nog iets veranderd. Iedereen is het er ondertussen schijnbaar over eens dat er een betere regulering van de internationale financiële mart moet komen. Achttien maand geleden, toen de Partij van Europese Socialisten (PES) begon met een debat over de hervorming van financiële markten, stelden anderen de vraag hoe we het in ons hoofd haalden de marktwerking in vraag te stellen. Moedig (en dom) is hij die vandaag blijft herhalen dat we alles beter aan de marktwerking overlaten. Als we één les hebben geleerd, dan is het dat we niet aan de markt kunnen overlaten om ons leven te sturen. Meer dan ooit, hebben we nood aan een sociaal democratische deal tussen de markt enerzijds en eerlijke regels voor sociale rechtvaardigheid anderzijds.
De financiële crisis vandaag, is het gevolg van overmatige en risicovolle schulden, en belangenvermenging die erger gemaakt werd door een gebrek aan transparantie in onze geldmarkten. En op een moment dat overheden volop bezig zijn met het nationaliseren van banken die op de helling staan, en bezig zijn met het voorkomen van het stilvallen van het financieel systeem, mogen we de nood voor meer regulering niet uit het oog verliezen. Meer nog, we moeten eisen dat de stappen dringend worden gezet om te vermijden dat wat we nu meemaken, zou kunnen herhaald worden.
In een ideale wereld zouden we over heel de wereld ingrijpen om internationale financiële markten te reguleren. Tot op heden is dat er niet, en we kunnen ons geen tijd veroorloven. De Europese Unie, als 's werelds grootste economie, kan daarbij de leiding nemen. De EU moet daarbij nauw samenwerken met de Verenigde Staten en anderen om een gezamelijke marsrichting te vinden, die over tijd meer en meer zou moeten convergeren. Dat is de reden waarom de PES meer dan een jaar geleden gesprekken aanknoopte met de Democraten in de States, en een financieel markthervormingsnetwerk opzette met de Amerikaansen en Japanse Democraten in juni dit jaar.
Wat zou een gezamelijke marsrichting kunnen zijn? We stellen zeven pijlers voor. Ten eerste universele wetgeving die op alle financiële spelers is gericht : veel investeringsbanken en alle hedge fondsen en private equity fondsen zijn vrijgesteld van transparantieregels die gelden voor de rest van de markt. Daartegenover staan ze voor twee derden van de nieuwe schuldposities. Het spreekt voor zich dat zij beter gereguleerd worden nu het objectief is om een nieuwe schuldencrisis te vermijden. Ten tweede, transparantie en bekendmaking van de schuldposities, bekendmaking van de grote aandeelhouders, ook voor private equity en hedge fondsen, verloning en bonussen. Ten derde, er zijn opgelegde kapitaalvereisten voor alle financiële actoren, zoals ze nu al bestaan voor de gewone banken en de verzekeraars. Met andere woorden, om te vermijden dat er extreem veel risico en te grote schuldposities worden genomen, moeten alle financiële spelers een voldoende bedrag aan kapitaal aanhouden. Ten vierde, er moeten regels zijn om het aangaan van te veel schulden bij ondernemingen te vermijden die zo gezonde bedrijven teveel kapitaal laten uitkeren aan de aandeelhouders. Ten vijfde, er moeten plafonds komen op de verloningen. Ten zesde een nieuw regelgevend kader om belangenconflicten uit te schakelen. Ten slotte, zorgen dat de belangen van de werknemers gevrijwaard worden, onder meer door te zorgen voor transparantie naar de werknemers bij overnames, en door te zorgen voor info aan de werknemers over hoe hun pensioenen belegd zijn.
Veel, maar niet alle, van deze voorstellen figureren in het het Rasmussen raport dat recent werd aangenomen in het Europees parlement. Het rapport was een compromis tussen socialisten, conservatieven en liberalen, en bevatte niet alles wat wij hadden gewenst. Bijvoorbeeld, socialisten hadden voorgesteld om een publiek Europees ratingagentschap te maken, die onafhankelijk advies zou kunnen geven over de kredietwaardigheid van bedrijven. De conservatieven en liberalen hebben dat verworpen. De socialistische partijen stelden een systeem voor van registratie en autorisatie voor managers van hedge fondsen en private equity fondsen.
