Vlaanderen staat dan wel samen met Finland, Oostenrijk en Spanje aan de Europese top voor studentenmobiliteit, maar toch is er reden tot ongerustheid.
Een student vertelde me dat bij hem de faculteit bewust heel vaag communiceert over de infomomenten over Erasmus. Akkoord, Erasmusstudenten moeten zelfstandig zijn, maar of dat op die manier bewezen wordt, lijkt me onwaarschijnlijk. En zo zijn er nog voorbeelden. Vandaag hebben ongeveer 8% van onze studenten die afstuderen een buitenlands bezoek op hun curriculum. Van de 32.621 studenten die in 2006 afstudeerden, hadden er 2.845 een Erasmuservaring achter de rug. Dat sluit nauw aan bij de 10 % Erasmusstudenten die Europa beoogde bij de start van het programma 20 jaar geleden, zei minister Vandenbroucke daarover. Helaas is op dit moment het Erasmusprogramma in Vlaanderen aan het stagneren. De sterke groei van de eerste helft van de jaren negentig is voorbij. Bovendien mogen we best wat ambitieuzer zijn.
De internationale mobiliteit van studenten blijft doorgaans marginaal in veel universiteiten. Dan duikt de vraag op over de kip of het ei. Ligt dat aan de studenten, die liever onder de kerktoren blijven hangen en Hotel Mama verkiezen boven een studentenhuis in Ljubljana? Of zijn het precies de universiteiten en de docenten die dringend een mentaliteitswijziging moeten ondergaan en uit hun ivoren toren moeten komen. Kerktoren of ivoren toren, het mes snijdt langs beide kanten. Onze studenten maken echt te weinig gebruik van de bestaande mogelijkheden om een tijdje elders te studeren. Ze onderschatten de culturele en intellectuele verrijking van studeren en leven in een ander land. Het is een soort provincialisme dat Vlaanderen ook wel in andere waarden en gebruiken kenmerkt.
Bovendien zijn ook onze universiteiten en hogescholen vaak nog te veel in zichzelf gekeerd. Er worden bijzonder weinig akkoorden met zusterinstellingen van over de grens gesloten voor bijvoorbeeld het Erasmusprogramma. Vaak verwijten onze faculteiten en hogescholen dat buitenlandse instellingen niet kunnen bieden wat zij bieden. Soms correct, soms gewoon oogkleppenmentaliteit. Is het dan zo erg dat Sofie een éénuursvak niet kan vervangen door een gelijkaardig vak? Blijkbaar wel. Onterecht, vind ik. Een verblijf aan een buitenlandse universiteit zou een wezenlijk deel moeten zijn van elke universitaire opleiding. Het zou eigenlijk een plicht moeten zijn voor iedere student.
De oplossing ligt slechts voor een stuk in een hogere beurs. Nu al hebben zowel de Vlaamse regering als de Europese Instellingen (Parlement en Commissie) ervoor gezorgd dat de toelage om in het buitenland te studeren gestegen is naar gelang de inkomenscategorie en de bestemming van 110 tot 300 euro per maand. Vroeger ging dit van 0 (!) tot 240 euro. Dat hogere bedrag moet meer studenten in staat stellen om over de financiële drempel te stappen die hen er vandaag nog te vaak van weerhoudt om voor een tijd naar het buitenland te trekken. Bovendien moeten we ook af van de denkpiste dat enkel en alleen een hogere beurs de toegang voor studenten naar het buitenland kan verhogen. In 2003 heb ik het idee al geopperd van alternatieve pistes zoals sociaal gecorrigeerde studieleningen van een Europees studiefonds, bovenop de verhoogde beurzen. Het systeem van studieleningen is vandaag al bon ton in Nederland, Zweden en Noorwegen.
Maar er is meer nodig dan enkel een financiële injectie. Het gaat over een verandering van mentaliteit. Het kan niet genoeg herhaald worden hoe belangrijk een studieverblijf in het buitenland wel niet is én hoe belangrijk een goede keuze van bestemming en voorbereiding van dat verblijf is. Kwestie van er zo veel mogelijk uit te halen. Aan de andere kant moet er bij de Vlaamse universiteiten meer openheid komen naar buitenlandse instellingen en opleidingen en waardering van studieperiodes in het buitenland (o.a. via meer docentenmobiliteit). Door de globalisering leven we in een complexe wereld in volle verandering. Indien we jongeren willen voorbereiden op de toekomst, is het ook een absolute must om hen te laten proeven van die internationale dimensie. Bij de Bolognahervorming was het de bedoeling om het hoger onderwijs te hervormen en te stroomlijnen met als doel mee te kunnen spelen in een steeds complexere kenniseconomie. Een kennsieconomie die losstaat van nationale grenzen en besognes. Een 'credits-systeem' moet het makkelijker maken om aan andere universiteiten te studeren. Een beetje zoals in de middeleeuwen waar studenten rondtrokken van universiteit naar universiteit om overal de beste kennis op te doen.
Helaas is het in veel gevallen nog steeds wachten tot het nieuwe systeem overal even enthousiast benut wordt. De nieuwe BAMA-structuur bemoeilijkt daarenboven ook nog eens de Erasmusuitwisseling omdat het veel minder duidelijk is waar de uitwisseling best ingepast wordt. Als het een eenjarige master is, beter in de vooropleiding, anders in de master. In april 2009 vindt een Bologna-opvolgingsconferentie plaats in Leuven. Hopelijk heeft men daar oog voor de praktische consequenties en disfuncties van de nieuwe systemen. Het moet een nieuwe stap vooruit worden, een mentale revolutie bij de Europese lidstaten en onderwijsinstellingen om van uitwisseling van studenten een topprioriteit te maken.
